This robber fly has the common name of bee killer. It mimics bees and preys on bees and wasps. I found this one with a bee it was snacking on. "Like all flies, they have no crushing mouthparts and therefore have to drink their lunch. That means for robber flies the proboscis has evolved for piercing and sucking.
