Mexican Grass-carrying Wasp
I found a new kind of wasp on the side of the pier. Found out from experts that it is one of the grass-carrying wasps. They get their name from the habit of lining their nests with grass. They put a paralyzed grasshopper/cricket/katydid in there for their larvae to feed on in the nest.
Update, a wasp specialist id'ed it to species level so updating.
