A miracle happened and I found a flock of Franklin's gulls right below me. Usually they are way out on the spillway. So this was my chance to get close shots. It is a first winter gull. Due to the dark primaries (at the end of the bird) and the brownish upper wings in contrast to the gray back and the all dark bill without the red on the end that an adult has. The white eye rings are wider on the immature gull too. The other gull appears to have an itch on the head.
